Usually off piers or docks. Wet bread, throw in water. Use sabikis with tiny pieces of squid. I break off the little bulbs on the sabiki with pliers.
Not San Diego, but fished Alamitos Bay in Long Beach with thecwife the same day. 50 bass, 2 butterfly rays and 2 lizardfish.
If you know it's a legal and you're going to keep it, gaff it in the stomach. It will lay there like a doormat till you take the gaff out.
