I've never been and am dying to go but don't know the ins and outs of it all. I am an experienced kayaker but not familiar with the kelp beds..

I have been around the area fished as far out as the jetty...cruised around for a few hours out there...i have access to get on point Loma base and can take visitors so I've been launching from smuggler' s cove...

Smugglers cove sounds like a great launch point when conditions allow.. If it were me, I would tie up to some shallow kelp and chum, if you are willing to use bait..

Fished the PL kelp last week and the calico did not disappoint. 1/2oz underspin and calico candy z man did the trick. Saw about a 6 pounder while I was cruzing. There is a MLPA there so know where you are at. The best place to launch is smugglers cove if you can. If not shelter island isn't bad just one nice long paddle/peddle. There was chatter of some nice yellows around there too but can't confirm that.

Unfortunately there is not. I went off my fish alerts app to know where it is. Good thing is it's not as big as LJ.
