Depth for hooping?

    So I have been going kind of shallow, 10- 25 in general. I tried 25-35 last time, outgoing tide, for nothing. (In the rain, Not too happy). What are your thoughts, I am a SD Bay kinda guy. Do most fish deeper? (20' or more?) 35-45? Thanks!
