Yes, I've seen guys along zuniga jetty with a snorkel. You can use hoop nets too.

I've never tried that area. Go out in the daylight and if you see buoys all over the place then the answer is yes...lol The commercial guys know where to find them.

I'm heading to La Jolla to free dive for some lobster tomorrow. If I'm not to tired I'll report what the conditions are like.
Unless you are an experience free diver I wouldn't recommend La Jolla, most areas are relatively deep. Be sure you bring a dive knife with you if you do decide to try diving for them.
Other wise, a hoop net is the simplest way to go about it. Fresh bait is a key, I like Bonita and the extra greenbacks I have left after fishing.
Good luck, and remember you need a harvest card and a measuring tool. DFG will get you if you don't.

You can find lobster anywhere there is reef/rock.Ive caught lobster in as little as 1 foot of water and as deep as you want to go.Go buy some xtra tuff gloves ,they are the one with a solid rubber palm & fingers /weights help & always carry a dive knife & get a bag that is easy to open .
    GOOD LUCK!

I think I saw hoop nets at Walmart for $28, but the same with rope at Turners for only $18... (it adds up when you buy a few)
Also, you can get a bait box to zip tie to your net for easy baiting! I prefer macs or even fish heads from your local seafood store!

If you need gear and information check out any of the OEX Dive and Kayak shops. In North County http://www.oexoceanside.com/
They have all the hoop gear, free dive and scuba. Nate and Drew have been grabbing bugs already this year.
I wouldn't buy the conical hoops right now, until DFG decides how they are going to rule on those. Changes might be coming.
