None of those has primarily fishing as a use.. not are they the most seaward boundary

As long as that area is not an Marine Life Protected Area then you should be ok.

Interesting, I bet a lot of people think both of the Mission Bay jetties are license free.

I'm guessing that the part of the south Jetty we're technically allowed to fish (east of the climb thru fence) is not the 'most seaward boundary', and, so they do not list the southern Mission jetty because it is technically "off limits" to fishing past the fence. Am I right?

Guessing the same concept for Zuniga, there is a either sign or its military off limits?

Werf - what other piers or jetties might be missing in the list?

Notable exceptions that come to mind are the ones north of SD, like the Oxnard and Ventura jetties, some of the fishing piers inside LA harbor aren't on the list either. One of the reasons S Jetty doesn't qualify, the regs say something like "unrestricted public access"...

The list is accurate. I have heard a game warden say one of the jetties in Carlsbad doesn't require a license which is false. This is why I don't rely them to know the laws. Not even judges know all the laws. The jetty has to be the most seaward, have unrestricted public access AND it has to protect a harbor. Breakwaters, groins, seawalls, etc are not considered jetties.
The San Gabriel river mouth in LA has the same 3 jetty layout as the San Diego river mouth jetties, yet the North and Middle San Gabriel jetties are both listed because both have unrestricted access for the whole length. My guess is the fence is the reason the SD middle jetty isn't considered to have unrestricted public access.
N.B according to the Army Corps of Engineers. The SD jetties are called the North and Middle jetties, so they consider the rock wall at dog beach the South jetty. From what I read that area filled up with sediment after the jetties were built circa 1953 and created "Smiley Lagoon" and obscuring the "south jetty."

    Can confirm.
In the early seventies, what is now dog beach was a narrow sand bar. We used to dive in at hospitality point and snorkel all over what's now filled in with sand (the area in red).....spearing diamond turbot and "sanddabs" with hawaiian slings. Well, at least we thought they were sanddabs....

FYI , Paradise cove pier requires a license according to dfg, since it is not considered a public pier and falls under the control of paradise cove.
