Wasn't sure where to put this but anyways,
My question is why is Ok for the people who are skiing and wake boarding to have body contact with the water but not for fishermen in a float tube ? I have never really understood that part.

Because of legal red tape, and probably so that there is one set of rules for float tubers across all of the city of San Diego's lakes.

Just speculating here, but I'd imagine when they got approval from the city government to allow water contact, the provision to allow float tubing was already in place, and waders were required. It'd require a whole bunch of paperwork, applications, time, and legal fees to get that changed.

I'm actually a bit surprised they allow water contact at all. Most of the other water districts are adamantly against it. The water contact folks must have put a lot of effort into getting that program going on the city lakes.
